Signal Sierra Romeo is a radio transmission being broadcast from broadcast tower KT8 in the Capital Wasteland, directly north of Little Lamplight and northeast of Vault 87.
The Chinese radio beacon is a radio station found in a random encounter in Fallout 3. Fallout 3 Gameplay Walkthrough - Broadcast tower KB5 is a broadcast tower in the Capital Wasteland in the year 2277. It is located west of the deathclaw sanctuary. When the ham radio's switch at broadcast tower KB5 is flipped, the Alfa Lima signal becomes active.
Activating the broadcast
The electrical switch on a transformer next to the tower will activate the Morse code signal in a loop.
Drainage chamber
Down a cliff northeast of the tower is a drainage chamber which can be easily seen from the local map. This is one of nine drainage chambers broadcasting a Morse code signal.
Inside this tiny bunker one will find two pre-War books and some food. There are also two terminals, one broken and the other with some mixed script with the error of an 'invalid decry.key' when activated. The encryption key can be found on a desk; use it on the encrypted terminal to open the trap door on the floor to the right.
Downstairs one will find the ham radio, supplying the signal, and two dead Chinese Remnant spies. In this chamber there is a mini nuke, and a Chinese Army: Special Ops Training Manual.
Morse code
The Morse code translation of the broadcast is:
This translates to 'Seeking all stations, this is... Sierra Romeo... Sierra Romeo... Sierra Romeo... Over.' It is emanating from one of nine encoded broadcasting stations.

The Chinese radio beacon is a radio station found in random encounters in Fallout 3.
Characteristics
The Chinese radio beacon will be added to your radio in a random location in the Wasteland. The signal will grow stronger as you get closer to the source of the beacon – a dead Chinese commando.
Wasteland 3 Morse Code
The commando carries a full set of Chinese equipment, including a Chinese pistol, Chinese officer's sword, and a dirty Chinese jumpsuit, as well as assorted medical supplies.
If you can't find the corpse, try making Dogmeat search for a weapon.
If the player uses the tclconsole command, they can go underground where they will find a ham radio labeled 'Chinese Radio Beacon' underneath the commando. The radio can be talked to like any non-player character. If interacted with, the player will hear 'Hello?' or 'Hey there' in English through the radio, to which the only reply available is 'See you later. or Time for me to go.' Upon choosing this, the player then hears 'Bye' or 'Later' in English as the dialog ends.
The message broadcast over the signal is 'bai shi' (敗 失), which is pronounced more like 'bye sir' by people for whom Chinese is a second language, or can also be perceived as 'shi bai' (失 敗), both of which mean losing and failing.
Notes
- If the dead Chinese commando spawns at a location such as Super-Duper Mart with raiders present, the raiders will loot the commando's body of most or all weapons but leave the dirty Chinese jumpsuit behind. If the commando spawns at a raider location, search the raiders first if you want the commando's weapons, which are in much better repair than normal raider weapons.
Bugs
- PCPlayStation 3 If the player already has a given Chinese object in their inventory the Commando may spawn without that particular object in his inventory.
- PCPlayStation 3Xbox 360 Sometimes the dead Chinese commando doesn't spawn. You can still noclip underground and find the ham radio, but there will be no corpse above it.
- PC A workaround on the PC is to use the console command player.placeleveledactoratme a0a4c.
- Xbox 360PlayStation 3 Sometimes the beacon will become available only at a far edge of the world-map, indicating the commando's body is somewhere far off-map.
